Some of his victims knew him as Uncle Sivam and, despite their tender years, he had no qualms touching them improperly.
On Monday, Satha Sivam Natisam was sentenced to four years in jail. The 49-year-old had pleaded guilty in October to 13 charges of outraging the modesty of four girls, aged between three and 12 years old.
Most of the offences were committed in the Jalan Bukit Merah area between July 2010 and his arrest in February. The single exception was the molest of a 12-year-old girl in Lower Delta Road in March 2006.
He was arrested in February after he had molested a three-year-old toddler. The court issued a gag order on the identity of the girls.
Satha Sivam, who worked as a cleaner until his arrest, had a previous molest conviction. In 1998, he was jailed for nine months.
Deputy Public Prosecutor Toh Puay San said that a long jail term would be in the public interest as Satha Sivam was 'clearly a risk to society'. As he suffers from schizophrenia, she did not press for caning.
