A woman, 48, was walking home to her Ang Mo Kio flat when she saw Hui Sai Mun, 45, standing in the corridor wearing only a lacy black top and matching panties. He was masturbating and smiled at her.
She did not want to pass him so she took a different route to her flat. The 48-year-old housewife then called a neighbour two floors down to complain about Hui's behaviour.
The neighbour's wife went up to check and saw Hui sitting at the main door still wearing the lacy underwear. He then started masturbating in full view of her.
On Friday, he pleaded guilty to committing an obscene act and insulting the modesty of his neighbours and was jailed for a month. A third charge - for committing an obscene act by wearing a brassiere and panties that were cut in such a way to expose his nipples and private parts while lying on a bench on the night of Nov 3 - was taken into consideration by District Judge Roy Neighbour when sentencing.
