Serial paedophile sentenced to 18 years' preventive detention

A serial paedophile, with convictions dating back to 1988, was sentenced to 18 years' preventive detention for performing fellatio on a 11-year-old boy.

Sikendar Sellamarican, 51, committed the offence barely two years after his release from prison in 2008 after serving a 20-year sentence for sodomising a 13-year-old boy in 1994.

In passing sentence on Wednesday, District Judge Mathew Joseph said that Sikendar was a real danger to young boys and should be locked away for a long time.

Sentences for preventive detention - a harsher prison regime designed for repeat offenders that are a danger to society - could be from seven to 20 years with no remission for good behaviour.


Sikendar had pleaded guilty in November to sexually abusing the boy at a building along Syed Alwi Road on two occasions between Jan 1 and May 1, 2010.

He had approached the victim and his friend, then 13 years old, at a playground and offered them food from McDonald's.

They ate while seated outside a shop that had closed for the night.

Sikendar then committed the offence on the boy, who has an IQ of 57. The normal range is 90-110. Meanwhile, the boy's friend, who witnessed the start of the incident, left while the offence was committed.

The victim and the same friend spotted him on May 1 and the friend called the police.

Sikendar was arrested on May 12, 2010.
